RESEARCH STATEMENT

Both my research and teaching activities are informed by my belief that societies that exercise a policy of open dissemination of and access to information are those that allow its citizenry to achieve personal and societal goals. The aim of my research is to examine questions of how to achieve information policies and practices that will allow information to serve as an engine of renewal and growth.

Theoretically, I draw from the framework laid by Overman and Cahill in their 1990 article Information policy: A study of values in the policy process (Policy Studies Review, 9(4), 803-818.) This article recognizes the important part that formal organizations, specifically governments, have on the information dissemination process. I extend the Overman and Cahill model to include other types of organizations besides government, and other forms of dissemination, besides policy. Specifically, I see the areas of scholarly communication within academic institutions as part of the information dissemination fiber that promotes intellectual and academic freedom.

The discipline of library and information science provides an ideal framework for examining such questions
and introducing these questions to the next generation of professionals. Our traditional emphasis on equitable
access to information is out underlying ethical justification. As a researchers and a teacher, I build on the skills
of organization of information to examine the nature, uses and functions of information in society.
