Toronto Public Library (TPL) serves an extremely diverse population. People from 169 countries who speak 100 languages now call Greater Toronto home. The city attracts about 70,000 immigrants a year. One in 10 people in Toronto has arrived since 1991, and one in five since1981. Toronto is home to 42 percent of Canada’s visible minority population. While the majority of immigrants and newcomers speak English, a large number come to Toronto with limited English language skills. In order to address this need, the public school system and community agencies offer a wide range of English as a Second Language (ESL) classes.
