Describing the seven types of flooding that threaten NYC over time, Professor John Shapiro presents a theory of change based on pragmatic optimism: lead with “make no small plans” (paraphrasing Burnham) that solve current problems, incorporating climate-change adaptation. He will also discuss the pattern of avoiding difficult decisions today (such as raising taxes and managed retreat) to solve tomorrow’s problems (such as higher sea levels and stronger storms).
